Overall, Reborn is quite a mysterious person. His exact age is unknown, but he is much older than his current appearance would suggest. Even before he took on the curse of the Arcobaleno, Reborn was known as the world's strongest hit man, and the title is given entirely in earnest. The years since seem only to have served to increase his reputation. He knows more and can do more than anyone who looks like him should be able to. As an adult he is formidable and looks it; as a child, he is often underestimated, though not by anyone who actually matters.
From the very opening scene of the anime, we see that Reborn is very much in charge of his surroundings. He is always very casual about the admittedly strange things that happen - and that he causes to happen - around him. Much of this comes of him having the knowledge necessary to deal with these events. One gets the impression that the moment he gets to a place, he has already done his research, finding out everything possible about the relevant people, places and things (often by unconventional means, such as insectoid espionage). When he is gathering up Tsuna's family, he knows more about each of them than they do about themselves. While Reborn's official duty is ostensibly to train Tsuna, he still serves as a mentor (of sorts) to the rest of the Tenth-generation guardians, knowing exactly what to say to encourage or discourage them as they all develop and mature together.
Of course, Reborn's methods aren't exactly conventional. He subscribes to a kind of do-or-die method of instruction (or as it is described in the series, "spartan"). He is constantly throwing Tsuna into life-threatening and embarrassing (mostly the latter) situations: tossing him off cliffs and into swimming pools, exposing him to explosives of all kinds, or just straightforwardly shooting him or hitting him with giant mallets, all in front of those people whose respect and admiration Tsuna wants the most. He is not above using other people in these schemes, often turning new arrivals into object lessons: Gokudera's early antagonism and later hero-worship, Yamamoto's attempted suicide, just about everything Lambo does. He and Colonello even make a game of abusing Tsuna as a form of rivalry. But in the end, he knows that Tsuna can handle all of these tests and come out stronger in the end. In a sense, it is not exactly Tsuna's ability that he is training through his tutoring, or at least not at first; it is Tsuna's defeatist attitude and lack of confidence. By refusing to allow Tsuna to give up before he even begins due to his belief that he is incapable, he forces Tsuna to use the abilities that he already has to overcome whatever Reborn comes up with. (Granted, some of the ordeals he puts Tsuna through seem engineered entirely to satisfy his own slightly sadistic sense of humor.)
Throughout the series, Reborn is unflappable and calm. He always has an answer to what is happening, and doesn't ever seem upset or unsure of himself or of Tsuna's ability to complete what needs to be done. Even when he seems to have made a bad judgement call early on in the series (using up the last dying will bullet to fight Lancia instead of the real Mukurou), he is not at all fazed by the revelation, even commenting on the surroundings as they proceed in to fight with the rest of Kokuyou as though he already knew what the outcome would be. Even when he is sent to the future after finding out he has died, he keeps up his light-hearted and unconcerned attitude as much as possible.
The curse that Reborn is under serves as a huge influence on the way he acts and behaves currently. He mentions himself that he was at first very upset about the sacrifice that had to be made. The adult-Reborn we see in flashbacks is very serious, seldom smiling and only showing concern for a small number of people. He is the quintessential hit man, aware of the required dignity of his position and ability, and he only opened himself to a few people (notably Luce). It is an interesting contrast with his current form and attitude, and it seems that Reborn deliberately made the change himself. In a way, his baby form allows him to let go and take things a little less seriously; it is probably a lot more difficult to indulge his cosplay habit while he's in his adult form. Like Colonello, he often falls asleep in the middle of conversations (sometimes a strategic gambit) and his abuse of Lambo is just a bit creepy when viewed in light of the fact that he's actually quite a bit older than the toddler. He just about always takes advantage of being underestimated due to his appearance.
Within the Vongola, Reborn is very close to Vongola IX; in fact, when it is revealed that Timoteo was the one powering the Mosca in the fight with the Varia, Reborn states that he had lost his patience and only respect for the Ninth prevented him from fighting in the battle. This is one of the only scenes where Reborn is shown to not be entirely in control of his temper. Under normal circumstances, the two of them correspond regarding Tsuna's progress, and Reborn often takes his advice regarding the tests to put Tsuna through, demonstrating his respect for him. In addition, while Reborn usually doesn't seem to care about the feelings of others, he admonishes Tsuna to think about Timoteo's feelings during the Inheritance Ceremony.
Among the Arcobaleno, while whoever is currently in the role of the Sky is the boss in name, Reborn usually serves as the de facto leader. He was close with all three of the Sky Arcobaleno and is shown to be incredibly protective of them. Otherwise, he has a more or less friendly though oftentimes violent rivalry with Colonello, though both of them seem to work together quite well when necessary (such as every time they abuse Skull or Tsuna). He likely cares more about him than is obvious from his actions, and the feeling is probably mutual. While Reborn's informal attitude annoys Lal greatly (and he is even shown to be able to "read her mind"), she acknowledges his strength even while they argue. Fon and Reborn have a respect for each other, most likely because Fon is shown as very highly skilled and wise in his own way. Skull serves as the lackey to both Reborn and Colonello; he often protests, but is frankly terrified of both of them and always ends up doing what he is told. Mammon and Reborn have a neutral relationship. Reborn dislikes Verde for never fulfilling the required duties of an Arcobaleno; despite his usually casual attitude, Reborn takes promises and responsibilities very seriously.
Leon is his best friend and partner, and he is quite possessive of him, just as all the other Arcobaleno seem to be of their own respective partners. He uses him (at least in the anime) in all sorts of fights and situations, with the chameleon adapting to his particular needs, but that doesn't mean Reborn isn't quite adept with other forms of weaponry.
While Reborn is training Tsuna to be the new head of the Vongola family, he is also fulfilling a request. He doesn't seem to have a loyalty to the entire family in general - he trains Dino of the Cavallone family as well - but he does have a friendship to the Head of the family specifically. He is often quite callous about things like collateral damage, but is always seen supporting those families and people who do not subscribe to these methods; he can conceive of the notion of acceptable losses but actually goes out of his way to avoid them as much as possible, at least for the time period that is portrayed in the series. He is very long-sighted; he makes his decisions based on things far off in the future rather than obvious current benefit.
Surprisingly enough, Reborn actually cares quite deeply for all his students, though all his time spent with Tsuna seems to have forged a stronger than usual bond between them. He is always cognizant of their skills and needs; it is obvious that he understands them psychologically. He utilizes Kyoko and Haru (and eventually all the rest of his Family) to motivate Tsuna; he encourages Gokudera to train in order to become Tsuna's right-hand man; he can infuriate Lambo into actually being useful once in a while. In the anime-only Inheritance Succession arc, he is shown training Ryohei in exactly the way he needs. He can envision a pattern for them to fit into based on their overall personalities and works to match them to the proper method or teacher to reach their ultimate potential.
In general, Reborn subscribes to all the written and unwritten rules of conduct in the mafia. There is a huge emphasis on honor, loyalty, and keeping all promises made, as well as treating women properly. He usually judges people based on competency; hence he abuses people like Skull and Lambo because they are weak and below his notice, despite the amount of time he spends with them, and of Tsuna's guardians, seems to prefer Yamamoto for his skill and easy-going manner, even revealing specific things to him that were not told to the rest of the Family members.
Reborn's overall role in the entire series is that of a catalyst. He is not the one to put potential in Tsuna and his friends and companions, though he is the one who finds or uncovers it in most cases. As the very best of teachers, he guides and guards, confuses and challenges, abuses and advises until they are all able to stand on their own power. Despite his rather emotionless front and seeming unconcern most of the time, he cares deeply for all of his students, feeling a great amount of responsibility to show them what they are capable of accomplishing once they live up to the potential that he can see so clearly.
